A mining operation needs hundreds of kilowatts running 24/7.
A propellant production plant needs heat, containment, and structural housing.
A research station needs shielding and foundations.
A habitat needs all of the above.
Every single one of these depends on fission.
And every fission reactor depends on thousands of kilograms of infrastructure that nobody is planning to build on the surface.
That’s the blank page.
The part of the roadmap where it says "and then power and infrastructure exist" without explaining how.
